The country has very large coal reserves, so officials see this route as a way to cut heavy reliance on imported oil and gas. India brings in around 90 percent of its oil and about half of its natural gas from abroad, which makes its economy sensitive to global price shocks and supply disruptions.

That technology is still developing.
