Karnataka Becomes First State to Adopt Alcohol-in-Beverage Based Excise Duty
On 11 May 2026, Karnataka became the first Indian state to adopt an Alcohol-in-Beverage (AIB) based excise duty, linking liquor tax to alcohol content and simplifying liquor categories into eight slabs.
Karnataka became the first state in India to adopt an Alcohol-in-Beverage (AIB) based excise duty structure on 11 May 2026. Under this system, the tax on liquor is linked to the amount of alcohol present in a drink, a method used in many parts of the world.
The reform changed the way liquor is priced. Earlier, prices were largely fixed by the government. Under the new structure, producers can set prices on their own based on alcohol content and market conditions. The policy also simplified Indian Made Liquor categories into eight price slabs through changes to the Karnataka Excise Rules, 1968.
The step was announced following commitments made in the 2026–27 state budget. The state expects the change to give consumers more competitive pricing while keeping liquor prices in line with neighbouring states such as Tamil Nadu, Andhra Pradesh, Telangana, Maharashtra and Kerala.
