Assam Tables Uniform Civil Code Bill Covering Marriage and Live-in Relationships
Assam tabled a Uniform Civil Code Bill covering marriage, divorce, succession and live-in relationships, with tribal communities exempted from some provisions.
The Assam government has tabled the Uniform Civil Code (UCC), Assam 2026 Bill, which proposes a single civil legal framework for residents governing marriage, divorce, succession, and live-in relationships. A Uniform Civil Code aims to apply one set of personal laws to all citizens regardless of religion.
The draft makes registration of both marriages and live-in relationships mandatory, with defined timelines and penalties for non-compliance — for instance, marriages would need to be registered within a set number of days. The government has said certain communities, including tribal groups, would be exempted from some provisions.
The UCC is listed in Article 44 of the Constitution as a Directive Principle of State Policy, which asks the State to endeavour to secure a uniform civil code. The subject has long been debated, and state-level codes raise questions about the balance between uniformity and protections for specific communities.
